Vienna-area travelers could see a dramatically different Dulles International Airport by the mid-2030s after President Donald Trump announced an approximately $22.5 billion renovation plan Wednesday that would scrap the airport's aging mobile lounges and replace them with a passenger train system.
The overhaul, unveiled at an Oval Office event with Transportation Secretary Sean Duffy and United Airlines CEO Scott Kirby, would add more than 5 million square feet of new or renovated space, replace the current C and D concourses and build a 32,000-space parking garage closer to the main terminal.
Construction could begin in spring 2027, with the airport remaining open during phased work expected to take about a decade.
For Vienna residents who reach Dulles via the Silver Line, the plan promises to end the era of the aging "people movers" that have shuttled passengers since the airport opened in 1962.
A roughly six-minute walk connects the Dulles Airport Metrorail station to the terminal. Under the renovation, a fleet of 19 mobile lounges, each carrying up to 102 passengers, would give way to a U-shaped passenger train, a central walking tunnel,and additional moving walkways.
The airport served a record 29.01 million passengers in 2025, a 6.4% jump from the prior year and the highest growth rate among the nation's 50 largest airports, according to federal data reported by Northern Virginia Magazine. A November 2025 mobile lounge crash that injured 18 people had sharpened criticism of the shuttle system.
Who pays
Jack Potter, president and CEO of the Metropolitan Washington Airports Authority, said the project would be financed through municipal bonds issued by MWAA and contributions from United Airlines and other carriers. United handles roughly 70 percent of Dulles traffic.
"So this is not requiring federal dollars," Potter said at the July 29 announcement. "This is going to be airport-generated dollars, airline contributions, which is phenomenal."
But aviation industry analyst Henry Harteveldt, president of Atmosphere Research Group, told the Associated Press that taxpayers may still be asked to cover runway upgrades, safety measures and new customs and security facilities. He warned that airlines could pass costs to travelers through higher ticket prices.
"I'm not taking the statement that they are not going to use taxpayer money at face value," Harteveldt said.
What it means locally
Dulles sits in Loudoun and Fairfax counties, roughly 25 miles from downtown Washington, and serves as the primary international airport for Vienna-area residents. The Silver Line connection, which opened in November 2022, gives riders from the Vienna/Fairfax-GMU Metro station access via a transfer to the Silver Line at East Falls Church.
The renovation is separate from a 14-gate Concourse E already under construction since November 2023, which is expected to open in fall 2026. MWAA's board adopted a broader master plan in 2025 envisioning the airport eventually serving more than 90 million passengers annually.
No public comment period has been announced. Construction is slated to begin in spring 2027, pending congressional approval.
