A Maryland developer wants to replace two aging office buildings near the Spring Hill Metro station with up to 1,098 homes.
Berman Enterprises, operating as BE Tysons LLC, has asked Fairfax County to rezone the roughly 11-acre Tysons Concourse property at 1593 Spring Hill Road from I-4 to the Planned Tysons Corner Urban District, or PTC. The district encourages mixed-use, urban-style development. The rezoning application, first reported by FFXnow in February, is now headed to public hearings.
The Fairfax County Planning Commission will hear the case on Wednesday, Nov. 18. The Board of Supervisors hearing is set for Tuesday, Dec. 8, at 3:30 p.m., according to county zoning records.
The proposal calls for a phased buildout of townhouses, triplexes and two 21-story apartment towers with up to 30,000 square feet of ground-floor retail, FFXnow reported. Zachary Williams of Venable LLP, the applicant's agent, wrote in the application that the project proposes "a phased, primarily residential development with varied heights, density, and housing types," according to FFXnow.
County zoning records list the proposed land uses as multifamily dwellings, single-family attached homes, stacked townhouses and general retail sales. The site sits at the southwest terminus of Spring Hill Road.
Berman also plans more than five acres of open space, including about 3.2 acres of urban parks, FFXnow reported. The developer says it will meet the county's affordable and workforce housing requirements but has not specified how many units would qualify.
What's there now
The buildings date to 1986. Tysons Concourse consists of two seven-story office buildings connected by a one-story atrium, and Berman Enterprises acquired the property on July 17, 2023, for $20 million, according to Fairfax County property records cited by FFXnow. The previous owner paid $78.8 million in 2016.
County staff coordinator Karen Yee and branch chief Mary Ann Tsai are overseeing the review. The case number is RZ-2026-HM-00003.
