Vienna residents could see a one-percentage-point drop on their restaurant checks if the Town Council moves forward with a proposal to roll back the meals tax from 4% to 3%.
The Council voted Monday to schedule a public hearing on the reduction, which would be held in September. That hearing is the required step before any ordinance change can be adopted.
The proposal would reverse an increase the Council approved in August of last year, which took effect at the beginning of this year. A Town news release at the time said the extra percentage point was earmarked to help fund a community aquatics and fitness center on the former municipal Annex property on Center Street, with a target opening of 2030.
Why it matters to the budget
Meals tax revenue carries significant weight in Vienna's finances. At a Council meeting in April, a council member said approximately 60% of the Town's debt service payments are supported by meals tax revenue and warned that "reductions in key revenue sources could place additional pressure on property taxes or other Town funding priorities."
Mayor Linda Colbert noted at the same meeting that infrastructure investments are largely funded through meals tax revenue, while property taxes primarily cover operational costs like staff salaries.
The Town Business Liaison Committee, which advises the Council on business-community concerns, placed the meals tax on its agenda as early as its May 7 meeting. That signals months of discussion before the Council's formal action on Monday.

The Council also recommended adding 217 Walnut Lane NW to the Town of Vienna Historic Property Register and approved a change order expanding the Town Hall renovation design to include the second floor and basement, beyond the previously planned first-floor work. The meeting opened with a retirement recognition for Principal Liz Calvert and a proclamation for National Parks & Recreation Month.
