Vienna's next long-range land-use plan reached its fourth Council-level review on Monday. The Town Council work session took up the Draft 2026 Comprehensive Plan alongside wireless coverage improvements and an upcoming townwide survey.

Comprehensive Plan: four sessions since April
The Draft 2026 Comprehensive Plan is Vienna's 10-to-20-year roadmap for land use, transportation, parks and growth, according to the Town's planning page. Town staff told Council at a public hearing in May that the draft reflects more than two years of work incorporating input from boards, commissions, staff, residents and the business community.
Council Member Roy Baldwin moved to close that May hearing and hold the written comment record open until later in May. Council Member Springsteen seconded, and the motion passed unanimously.
At the May hearing, Patty Esswein, chairperson of the Conservation and Sustainability Commission and a resident of 105 Wilmar Place NW, told Council that the CSC voted unanimously in October to pursue rezoning the Town-owned Robinson and Beulah Road properties as parks.
"Vienna already owns the Beulah Road and Robinson properties, and we have a wonderful opportunity to preserve those properties for future generations as parks, even as the Town faces pressures of urbanization and greater density in the future," Esswein said.
The Beulah Road property is zoned Residential 12.5, permitting single-family lots of 12,500 square feet. The Robinson property is zoned Residential 10, permitting lots of 10,000 square feet. The CSC also voted unanimously in February 2026 to support a detailed proposal for developing the Robinson property as a park.
Wireless coverage: second session held
Council held its second work session on improving wireless coverage on Monday. The first session held in May included a 15-minute staff presentation. No staff reports from either session have been made public, so the specific coverage gaps or options under discussion are not confirmed in the public record.
Townwide survey topics discussed
Monday's agenda listed a follow-up discussion on townwide survey topics. In June, Council took formal action on "Preparation of Townwide Survey," according to the meeting record, moving the project past the discussion phase. The specific questions being considered and a timeline for deployment are not yet available.
What's next
The Town Council calendar for July 2026 does not list another Council meeting after July 6 within the month. The Planning Commission meets Wednesday, July 8, and the Board of Zoning Appeals meets Wednesday, July 15.
